Resumo

A expansão pandemia da COVID-19 tem demonstrado que as cidades estão no centro dos grandes acontecimentos contemporâneos, surgindo como protagonistas. A crise epidemiológica tem ressaltado a importância do meio urbano, e desafiado os gestores públicos no gerenciamento das cidades. Uma iniciativa que visa auxiliar nesse processo de gestão e planejamento é o conceito de Cidades Inteligentes, que utiliza as TICs como ferramentas de transformação na dinâmica urbana, e por meio de indicadores urbanos faz a mensuração das informações das cidades. Neste sentido, a pesquisa objetivou analisar os indicadores de Saúde da cidade de Passo Fundo/RS, buscando analisar a inter-relação desses indicadores com os dados epidemiológicos decorrentes da pandemia da COVID-19. Na metodologia, utilizou-se como referência os indicadores do Ranking Connected Smart Cities (RCSC) de 2020, bem como um recorte regional das cidades de médio porte da Região Sul do Brasil melhor classificadas no Ranking. Foram aplicados procedimentos multimétodos levantamento de dados oficiais, comparações e análises por meio de gráficos e, por fim, uma análise crítica foi desenvolvida. Os resultados demonstram que os índices de Saúde de Passo Fundo são, em sua maioria, inferiores àqueles das cidades analisadas, apresentando como principal fragilidade o indicador relacionado à Cobertura Populacional da equipe de Saúde da Família, com um índice inferior a 25% de cobertura do serviço. No entanto, Passo Fundo também apresenta índices satisfatórios em relação às cidades comparadas como é o caso do indicador de Leitos/1000 habitantes, apresentando o índice de 6,16 leitos. Ademais, no que diz respeito ao quadro epidemiológico da COVID-19, Passo Fundo apresentou uma elevada taxa de letalidade quando comparado às demais cidades analisadas. Assim, foi possível perceber que as cidades de médio porte que apresentam iniciativas de Cidades Inteligentes, estão tendo um melhor desempenho no enfrentamento à pandemia da COVID-19.

The expansion of the COVID-19 pandemic has shown that cities are at the center of major contemporary events, emerging as protagonists. The epidemiological crisis has highlighted the importance of the urban environment, and challenged public administrators in the management of cities. An initiative that aims to assist in this management and planning process is the concept of Smart Cities, which uses ICTs as tools for transforming urban dynamics, and through urban indicators, measures information about cities. In this sense, the research aimed to analyze the Health indicators of the city of Passo Fundo/RS, seeking to analyze the interrelationship of these indicators with the epidemiological data resulting from the COVID-19 pandemic. In the methodology, the indicators of the Ranking Connected Smart Cities (RCSC) 2020 were used as a reference, as well as a regional selection of medium-sized cities in the southern region of Brazil that were best classified in the Ranking. Multimethod procedures were applied to official data collection, comparisons and analysis through graphics and, finally, a critical analysis was developed. The results show that the health indices of Passo Fundo are, for the most part, lower than those of the cities analyzed, with the indicator related to the Population Coverage of the Family Health team as the main weakness, with an index of less than 25% of coverage of the service. However, Passo Fundo also presents satisfactory rates in relation to the cities compared, as is the case of the indicator of Beds/1000 inhabitants, presenting an index of 6.16 beds. Furthermore, with regard to the epidemiological picture of COVID-19, Passo Fundo had a high lethality rate when compared to the other cities analyzed. Thus, it was possible to see that medium-sized cities that have Smart City initiatives are having a better performance in facing the COVID-19 pandemic.
