Resumo

A presente pesquisa objetivou analisar a situação atual da coleta seletiva à luz da Política Nacional de Resíduos Sólidos (PNRS) nos estados brasileiros. O surgimento da PNRS, instituída em 2010, estabeleceu a gestão compartilhada dos resíduos sólidos gerados, bem como destacou a necessidade do incentivo à criação de cooperativas e associações de catadores de materiais reutilizáveis e recicláveis, bem como a inserção social do catador por meio da geração de trabalho e renda. Por meio de uma revisão sistemática integrativa, foi realizado um levantamento dos principais artigos produzidos nos últimos cinco anos (2012-2017) nas plataformas Scielo e Periódico Capes, que contemplaram as temáticas: cooperativas de catadores de resíduos sólidos, resíduos sólidos urbanos e coleta seletiva. Percebeu-se a maior parte dos municípios nos estados brasileiros encontra-se com dificuldades para se adaptar à PNRS, inclusive para implantar a coleta seletiva de forma efetiva, bem como os munícipes apesar de estarem participando mais assiduamente do processo, não tem por hábito separar os resíduos secos dos úmidos. Por outro lado percebeu-se na figura do catador um agente ambiental, capaz de prover aspectos benéficos ao meio ambiente por meio de sua atuação. Por fim, identificou-se na atividade da coleta seletiva uma funcionalidade capaz de subsidiar financeiramente muitos catadores e catadoras de materiais recicláveis e reutilizáveis, além de auxiliar na sustentabilidade municipal, pois a coleta seletiva é intendida como um aporte ambiental positivo e significativo.

The present study aimed to analyze the current situation of selective collection in the light of the National Solid Waste Policy (PNRS) in the Brazilian states. The emergence of the PNRS, established in 2010, established the shared management of the solid waste generated, as well as the need to encourage the creation of cooperatives and associations of recyclable and recyclable material collectors, as well as the social insertion of the waste collector through generation of work and income. Through an integrative systematic review, a survey was carried out of the main articles produced in the last five years (2012-2017) on the Scielo and Capes Periodical platforms, which covered the topics: cooperatives of solid waste pickers, urban solid waste and selective collection. It was noticed that most municipalities in the Brazilian states find it difficult to adapt to the PNRS, including to implement selective collection in an effective way, as well as the residents despite being more assiduously participating in the process, it is not customary to separate dry residues from damp. On the other hand, it was perceived in the figure of the taster an environmental agent, capable of providing aspects beneficial to the environment through its performance. Finally, a selective collection activity was identified as a resource capable of financially subsidizing many recyclable and reusable waste pickers, as well as assisting municipal sustainability, since selective collection is perceived as a positive and significant environmental contribution.
