Resumo

A análise da eficiência da Metodologia Inovadora - MI na construção das creches do Programa Proinfância no Rio Grande do Sul é uma importante ferramenta de avaliação das políticas públicas no âmbito educacional. Nesse sentido, a presente pesquisa tem como objetivo analisar a eficiência do sistema construtivo das creches através da Metodologia Inovadora - MI e avaliar o porquê 6 obras conseguiram ser concluídas num universo de 230 obras pactuadas/contratadas; verificar se os valores de obras concluídas foram compatíveis aos valores da média nacional estabelecida pelo FNDE para estabelecimentos de ensino público. Mensurar os benefícios de adotar a Metodologia Inovadora-MI como uma constante nas obras públicas e atestar sua eficiência em relação às variáveis: tempo de execução, custo da construção e qualidade da obra. Os procedimentos metodológicos ocorreram através da coleta de dados fornecidos pela FAMURS, Tribunal de Contas e Ministério Público assim como entrevistas semiestruturadas realizadas nos municípios com obras concluídas: Canoas, Garibaldi, Guaíba, Nova Santa Rita e Novo Hamburgo. Os resultados obtidos demonstram que o objetivo do trabalho foi atingido uma vez que foi possível mensurar que a Metodologia Inovadora-MI é eficiente frente às variáveis estudadas.

The analysis of the efficiency of the Innovative Methodology - MI in the construction of day care centers of the Proinfância Program in Rio Grande do Sul is an important tool for the evaluation of public policies in the educational field. In this direction, the present research has as objective to analyze the efficiency of the constructive system of the day care centers through the Innovative Methodology - MI and to evaluate the reason 6 workmanships had obtained to be concluded in a universe of 230 agreed to workmanships/contracted; to verify if the values of concluded workmanships they had been compatible to the values of the national average established by the FNDE for public educational establishments. Measure the benefits to adopt the Innovator Methodology as a constant in the public works and to certify its efficiency in relation to the variable: time of execution, cost of the construction and quality of the workmanship. The methodological procedures had occurred through the collection of data supplied for the FAMURS, the Court of Auditors and the Public Prosecutor's Office, as well as semi-structured interviews carried through in the cities with concluded workmanships: Canoas, Garibaldi, Guaíba, Nova Santa Rita and Novo Hamburgo. The results obtained demonstrate that the objective of the work was reached since it was possible to measure that the Innovative Methodology-MI is efficient in comparison to the studied variables.
