Resumo

O propósito deste estudo é realizar uma análise bibliométrica da produção científica sobre gestão por competências (GC) no setor público, no período de 2007 a 2017. Em nível nacional, realizou-se uma busca nos eventos da ANPAD, encontrando 110 artigos. Internacionalmente, optou-se pela busca na Web of Science, constatando 278 publicações. A justificativa do estudo recai sobre a escassez de pesquisas que tratam sobre GC na administração pública. Soma-se a isso, a obrigatoriedade legal (Decreto 5.707/2006) das organizações públicas federais adotarem as práticas de GC. Porém, passados mais de 12 anos, são poucas as instituições públicas que utilizam esse modelo. O estudo caracteriza-se como bibliométrico, descritivo e quantitativo. Os resultados são discutidos no texto e revelam que as produções nacionais e internacionais se coadunam, sendo que os anos de 2015, 2016 e 2017 tiveram os maiores números de registros. Nacionalmente, o autor com maior produção foi Anielson B. da Silva. O mais citado foi Hugo P. Brandão. O método predominante dos artigos é qualitativo e descritivo, com entrevistas para coletar e Análise de Conteúdo para analisar os dados. Internacionalmente, o País e o idioma que se destacaram foram os EUA e o inglês, respectivamente. O autor mais citado foi George A. Boyne e a organização que mais publicou foi The Bucharest University of Economic Studies.

The purpose of this study is to perform a bibliometric analysis of the scientific production on competency management (CG) in the public sector, from 2007 to 2017. At the national level, a search was conducted at ANPAD events, finding 110 articles. Internationally, we opted for the Web of Science search, recording 278 publications. The justification of the study falls on the scarcity of research that deals with the CG in the public administration. In addition to this, the legal obligation (Decree 5.707/2006) of federal public organizations to adopt CG practices. However, after more than 12 years, there are few public institutions that use this model. The study is characterized as bibliometric, descriptive and quantitative. The results are discussed in the text and show that national and international productions are in line, with 2015, 2016 and 2017 having the highest number of registrations. Nationally, the author with the highest production was Anielson B. da Silva. The most cited was Hugo P. Brandão. The predominant method of the articles is qualitative and descriptive, with interviews to collect and Content Analysis to analyze the data. Internationally, the country and the language that stood out were the US and English, respectively. The most cited author was George A. Boyne, and the organization he most published was The Bucharest University of Economic Studies.
