Resumo

A pesquisa foi efetivada com o intuito de se aprimorar no tema das contratações públicas. Este artigo se propõe a tratar sobre as licitações públicas no âmbito municipal e tem por objetivo analisar o total de processos licitatórios realizados na Prefeitura Municipal de Palmeira das Missões/RS, durante os anos de 2016 e 2017. A revisão bibliográfica engloba a temática das licitações, dentre elas: o dever de licitar; conceito de licitação; as modalidades; Concorrência; Tomada de Preço; Convite; Concurso; Leilão e Pregão. Além dos casos de Dispensas e Inexigibilidades de Licitação, adentrou-se na Chamada Pública, Chamamento Público, Registro de Preço de outro Órgão e Inexigibilidade de Chamamento e na Lei da Transparência. Para tanto, realizou-se uma pesquisa descritiva, documental, que quantificou os processos licitatórios realizados pela Prefeitura Municipal de Palmeira das Missões/RS no período de 2016 a 2017. Os documentos analisados foram sobretudo os publicados no Portal da Prefeitura Municipal de Palmeira das Missões, nos links Licitacon e Portal da Transparência. O principal resultado obtido indica que houve uma elevação do número de processos de Dispensas licitatórias, especialmente em 2017, onde 32,62% das contratações foram via licitações e 57,51% por Dispensas. Entretanto os valores gastos em contratações por licitação ultrapassam 75% do total.

The research was carried out with the aim of improving the subject of public contracting. This article proposes to deal with public tenders at municipal level and has the objective of analyzing the total of bidding processes carried out at the City Hall of Palmeira das Missões / RS, during the years 2016 and 2017. The bibliographic review covers the theme of bidding , among them: the duty to bid; concept of bidding; the modalities; Competition; Price Taken; Invitation; Contest; Auction and Bidding. In addition to the cases of Waivers and Inexigibles of Bidding, it was entered into the Public Call, Public Call, Price Register of another Body and Calling Unequivability and in the Transparency Law. A descriptive, documentary research was carried out to quantify the bidding processes carried out by the City Hall of Palmeira das Missões / RS in the period from 2016 to 2017. The documents analyzed were mainly those published in the Portal of the City Hall of Palmeira das Missões, in the Licitacon and Transparency Portal links. The main result obtained indicates that there was an increase in the number of biddings disputes, especially in 2017, where 32.62% of the hiring was through bids and 57.51% through Bills. However, the amounts spent on contracts for bidding exceed 75% of the total.
