Resumo

O projeto inicia-se ao vislumbrar que um dos grandes problemas enfrentados pelo município de Júlio de Castilhos-RS e região encontra-se na área social, de forma que existe uma considerável parcela da população sem condições mínimas de participar dignamente da sociedade, onde pode-se incluir facilmente os catadores de lixo dentre esta parcela, que hoje não vivem, mas sobrevivem no trabalho clandestino, sem um mínimo de cuidados. Assim, deu-se início a um trabalho em conjunto com a associação ACASMAR – Associação Castilhense de Seleção de Matérias Recicláveis do Bairro São João do Barro Preto, o qual foi dividido em etapas, tais como a avaliação da eficiência da associação, a pesquisa, a classificação de instrumentos essenciais para as ações realizadas e a conscientização sobre a importância da reciclagem. O projeto tem como principal objetivo verificar a possibilidade de inclusão social, por meio das associações classificadas como de interesse público, coligadas com cooperativas de catadores de lixo, encarregadas de distribuição de renda e serviços aos seus cooperativados, levando-se em consideração a Lei Federal nº 12.305, de 2 de Agosto de 2010 e a Lei Estadual nº 14.528, de 16 de Abril de 2014, que dispõe sobre a gestão de resíduos sólidos, além de trazer para a comunidade castilhense e acadêmica uma visão de valorização ao consumo consciente. Logo, a partir da união do Instituto com a Associação, houve um crescimento na quantidade de resíduos sólidos recicláveis, aumentando o retorno financeiro para a ACASMAR e ocasionando maior dignidade e poder aquisitivo dos associados. Além de ter colaborado com a diminuição dos gastos públicos relacionados ao lixo municipal, pelo fato de que os municípios da região não possuem aterros sanitários, sendo assim transportados para aterros de outras cidades.

The project begins by seeing that one of the major problems faced by the municipality of Júlio de Castilhos-RS and region is in the social area, so that there is a considerable portion of the population without minimum conditions to participate worthily society, where they can - easily include garbage collectors among this parcel, who today do not live but survive in clandestine work without the least care. Thus, a work began with the association ACASMAR - Castillian Association of Selection of Recyclable Materials of the São João do Barro Preto neighborhood, which was divided into stages, such as the evaluation of the association's efficiency, the research, the classification of essential instruments for the actions performed and awareness of the importance of recycling. The project's main objective is to verify the possibility of social inclusion, through associations classified as public interest, associated with garbage collectors' cooperatives, in charge of income distribution and services to their cooperatives, taking into consideration the Federal Law No. 12,305 of August 2, 2010 and State Law No. 14,528 of April 16, 2014, which provides for solid waste management, in addition to bringing to the Castilian and academic community a vision of valuing conscious consumption. Thus, from the union of the Institute with the Association, there was a growth in the amount of recyclable solid waste, increasing the financial return for ACASMAR and causing greater dignity and purchasing power of members. In addition to contributing to the reduction of public spending related to municipal waste, the fact that the municipalities in the region do not have landfills, thus being transported to landfills of other cities.
