Resumo

O presente estudo tem como objetivo geral identificar o que vem sendo produzido sobre engajamento de stakeholders e políticas públicas, e como objetivos específicos: i) caracterizar a produção científica acerca do tema através de quantificação de publicações por ano, por periódico e por país; ii) identificar os artigos com maior número de citações. Trata-se de um estudo bibliométrico, com busca realizada na base de dados Web of Science, abrangendo o período de 2009 a 2018, utilizando-se como descritores os termos: “Public policies”, sendo o principal e “Stakeholder e Engagement” sendo os secundários. Como filtro adicional, foram selecionados como tipo de documento somente artigos e inclusos na categoria Public Administration. A amostra obtida foi de 35 artigos, lidos integralmente. Através do levantamento, identifica-se que o número de publicações na área tem crescido no período analisado, sendo os Estados Unidos o país que mais apresentou estudos. Destaca-se também os periódicos que mais aparecem na amostra, Climate Policy e Science and Public Policy. Como contribuição do estudo, fica a conclusão de que as pesquisas sobre relação de engajamento de stakeholders e políticas públicas tem aumentado, o que demonstra a importância de se estudar o presente tema, especialmente no Brasil, que não contribuiu com nenhum artigo na amostra selecionada.

The present study aims to identify what has been produced about stakeholder engagement and public policy, and its specific objectives: i) to characterize the scientific production on the subject through the quantification of publications by year, journal and country; ii) identify the articles with the highest number of citations. This is a bibliometric study, searching the Web of Science database, covering the period from 2009 to 2018, using as descriptors the terms: “Public policies”, the main one being “Stakeholder and Engagement” being the secondary ones. As an additional filter, only articles were selected as document type and included in the Public Administration category. The sample obtained was 35 articles, read in full. Through the survey, it is identified that the number of publications in the area has grown in the period analyzed, with the United States being the country that presented the most studies. Also noteworthy are the journals that most appear in the sample, Climate Policy and Science and Public Policy. As a contribution of the study, it is concluded that research on stakeholder engagement relationship and public policy has increased, which demonstrates the importance of studying the present theme, especially in Brazil, which did not contribute any article in the selected sample.
