Resumo

A Política Nacional de Resíduos Sólidos (PNRS) prevê a gestão integrada de resíduos sólidos, bem como a responsabilidade compartilhada pelo ciclo de vida dos produtos. Neste sentido, em 2016 foi criado o Comitê Técnico Ambiental (CTA) e institucionalizado via projeto de extensão junto a Universidade Federal da Fronteira Sul (UFFS). O CTA teve por objetivo de realizar análise documental e in loco de dois locais de deposição e segregação de resíduos sólidos no município de Cerro Largo/RS, nos anos de 2016 a 2018. Como meio metodológico utilizou-se da pesquisa-ação e para tanto, as ações do CTA foram executadas considerando dois subprojetos, um relacionado ao antigo lixão e um referente a Central de Classificação/Seleção de Resíduos Sólidos Urbanos oriundo de Coleta Seletiva (CCRSU). Os resultados obtidos relacionados ao primeiro subprojeto permitiu identificar que o principal resultado alcançado estava relacionado ao isolamento da área, pois tal ação auxiliou na redução praticamente total de inserção de novos resíduos sólidos ao local e contribuiu com o reestabelecimento da vegetação. No tocante ao segundo subprojeto foram identificadas algumas das principais vulnerabilidades ambientais do local relacionadas à erosão, as águas subterrâneas, devido à existência de um poço tubular profundo na área da CCRSU, o qual capta água do sistema aquífero Serra Geral para consumo humano, fazendo-se imprescindível o cuidado durante a operação do empreendimento para evitar a contaminação deste. Além disso, devem ser tomadas medidas de prevenção à contaminação do aquífero freático que abastece as nascentes do entorno e possivelmente também alimenta o sistema aquífero Serra Geral. Desta forma, as análises do CTA conjuntamente as ações práticas de alteração dos locais realizados por parte do poder público municipal possibilitou um melhor atendimento a PNRS e contribuiu para a efetivação dos trabalhos realizados por cooperativa de catadores do município.

The National Solid Waste Policy (PNRS) provides for integrated solid waste management as well as shared responsibility for the life cycle of products. In 2016, the Environmental Technical Committee (CTA) was created and institutionalized via an extension project with the Federal University of Southern Frontier (UFFS). The objective of the CTA was to conduct documentary and on-site analysis of two solid waste disposal and segregation sites in the municipality of Cerro Largo / RS, from 2016 to 2018. As a methodological method, action research was used and for this purpose. , the actions of the CTA were performed considering two subprojects, one related to the old dump and one related to the Center for Classification / Selection of Urban Solid Waste from Selective Collection (CCRSU). The results obtained related to the first subproject allowed us to identify that the main result was related to the isolation of the area, as this action helped in the practically total reduction of insertion of new solid waste to the site and contributed to the reestablishment of the vegetation. Concerning the second subproject, some of the main environmental vulnerabilities of the site related to erosion, the groundwater, were identified due to the existence of a deep tubular well in the CCRSU area, which captures water from the Serra Geral aquifer system for human consumption. Care must be taken during the operation of the project to avoid its contamination. In addition, precautionary measures should be taken to prevent contamination of the groundwater aquifer that supplies the surrounding springs and possibly also feeds the Serra Geral aquifer system. Thus, the analysis of the CTA together with the practical actions of alteration of the places carried out by the municipal government allowed a better attendance to PNRS and contributed to the accomplishment of the works carried out by the municipal waste picker cooperative.
