Resumo

Com a proposta de incentivo e geração de emprego e renda, a Prefeitura Municipal de Doutor Maurício Cardoso criou, no ano de 2006, por meio da Lei nº 1228/2007, o Programa Leite Nota 10. Através desse programa, os agricultores familiares são incentivados a produzir leite em maior quantidade. Ainda, o programa promove o incentivo à comercialização legal do produto e, assim, permite a geração de uma segunda ou terceira alternativa de renda na propriedade. Com o incentivo financeiro recebido pelo litro de leite comercializado fica mais fácil ao produtor adequar sua propriedade às normas da IN 51 (tendo como principal objetivo melhorar a qualidade do leite produzido). A cada ano o governo municipal vem aprimorando a lei com novos meios de incentivo e fazendo os ajustes necessários. O presente estudo busca compreender os impactos causados pelo Programa Leite Nota 10, em escala municipal, nas famílias participantes deste incentivo, do município de Doutor Maurício Cardoso, uma vez que a atividade leiteira está fortemente inserida na agricultura familiar deste município, sendo importante a realização de estudos como o que se propõem aqui, em busca de resultados que estimulem o desenvolvimento da agricultura familiar, bem como a sucessão familiar, evitando o êxodo rural.

With the proposal of incentive and generation of jobs and income, the Municipality of Doutor Maurício Cardoso created, in the year of 2006, through Law nº 1228/2007, the Leite Nota 10 Program. Through this program, family farmers are encouraged to produce more milk. The program also encourages the legal commercialization of the product and, thus, allows the generation of a second or third alternative income on the property. With the financial incentive received by the liter of commercialized milk, it is easier for the producer to adapt his property to the standards of IN 51 (with the main objective of improving the quality of the milk produced). Each year the municipal government has been improving the law with new incentive means and making the necessary adjustments. The present study seeks to understand the impacts caused by the Leite Nota 10 Program, on a municipal scale, in the families participating in this incentive, in the municipality of Doutor Maurício Cardoso, since the dairy activity is strongly inserted in family farming in this municipality, being important the realization studies like the ones proposed here, in search of results that stimulate the development of family agriculture, as well as family succession, avoiding rural exodus.
