Resumo

Avaliar a evolução de uma cidade a partir de conceitos como o de cidades sustentáveis e de cidades inteligentes pode ser um processo deveras complexo, no entanto, avaliar a evolução da legislação em relação a estes temas pode revelar maior ou menor menção a estas temáticas e, consequentemente, torna-se possível desenvolver uma amostra do cenário que o município se encontra. Considerando esse contexto, este artigo teve como objetivo geral analisar se as mudanças ocorridas nos planos diretores concernentes à cidade de Santa Maria/RS foram no sentido de aproximar-se aos conceitos de cidades sustentáveis e inteligentes. Pode-se observar que o Plano Diretor da cidade sofreu um notável progresso ao longo dos anos, tanto em termos de conteúdo, como de conhecimento acerca do que a cidade precisa para ser sustentável e inteligente e a importância dessa transformação para a comunidade e região. À medida que a preocupação do desenvolvimento sustentável e inteligente cresce, crescem também os índices referentes a questões como infraestrutura municipal, diminuindo a pobreza e aumentando a qualidade de vida dos cidadãos.

Assessing the evolution of a city based on concepts such as sustainable cities and smart cities can be a very complex process, however, evaluating the evolution of legislation in relation to these themes may reveal more or less mention of these themes and, consequently, it becomes possible to develop a sample of the scenario that the municipality is in. Considering this context, this article had the general objective of analyzing if the changes occurred in the master plans concerning the city of Santa Maria / RS were in the sense of approaching the concepts of sustainable and intelligent cities. It can be seen that the city's Master Plan has made remarkable progress over the years, both in terms of content and knowledge about what the city needs to be sustainable and intelligent and the importance of this transformation for the community and region. As the concern for smart and sustainable development grows, so do indices on issues like municipal infrastructure, reducing poverty and increasing the quality of life of citizens.
