Resumo

A Procuradoria Geral da República (PGR), juntamente com o Conselho Nacional em Saúde (CNS), no início da década de noventa durante a crise financeira da saúde pública, tiveram a ideia de criar um sistema de informações que disponibilizasse informações sobre as despesas em saúde de todos os entes federados. Nesse sentido, o estudo objetiva verificar como se dá a aplicação dos recursos públicos municipais na área da saúde com base nas informações inseridas no Sistema de Informações Sobre Orçamentos Públicos em Saúde (Siops). Trata-se de uma pesquisa aplicada e descritiva, com estudo de caso desenvolvido com base nas informações pertencentes ao município de Silveira Martins/RS, período de 2014 - 2016. Os dados foram coletados a partir das informações relativas aos gastos com saúde e constantes dos dados armazenados pelo município investigado. Ao longo da pesquisa foram abordados tópicos relativos ao orçamento público e ao sistema Siops. Os resultados indicam, dentre outros, que o total das despesas com ações e serviços públicos de saúde representou em torno de 21,6%, ou seja, em média 6,6% superior ao mínimo de 15% previsto na LC 141/2012. Além disso, outro dado importante e revelado pelos indicadores refere-se ao valor médio anual de R$ 978,20 que representa o valor destinado pelo município para a saúde de cada um de seus habitantes.

The Attorney General's Office (PGR), together with the National Health Council (CNS), in the early 1990s during the financial crisis of public health, had the idea of creating an information system that would health of all federated entities. In this sense, the study aims to verify how the municipal public health resources are applied based on the information included in the Information System on Public Health Budgets (Siops). This is an applied and descriptive research, with a case study developed based on the information belonging to the municipality of Silveira Martins / RS, period from 2014 to 2016. The data were collected from information related to health expenditures and data stored by the municipality investigated. Throughout the research were discussed topics related to the public budget and the Siops system. The results indicate, among others, that the total expenses with public health services and actions represented around 21.6%, that is, on average 6.6% higher than the minimum of 15% provided for in LC 141/2012. In addition, another important figure revealed by the indicators refers to the average annual value of R$ 978.20, which represents the amount destined by the municipality for the health of each one of its inhabitants.
