Resumo

Este artigo apresenta os resultados da pesquisa realizada sobre os Gabinetes de Gestão Integrada Municipais (GGIM), criados para melhorar a segurança pública municipal. O objetivo deste artigo é analisar como está a instalação destes gabinetes nos oito municípios com unidades do 12º Batalhão de Bombeiros Militar (12ºBBM). Para tanto, discorreu-se sobre a responsabilidade constitucional e a importância dos municípios no combate à criminalidade, expondo aspectos contidos nos Planos Nacionais de Segurança Pública e no Plano Nacional de Segurança Pública com Cidadania, ademais as funções, a formatação, o funcionamento dos GGIMs e sua importância para a melhoria da segurança pública local foram abordados. Este estudo exploratório investigou, por meio de aplicação de questionários, os 8 municípios com unidades do 12ºBBM, a saber: Cruz Alta, Horizontina, Ibirubá, Ijuí, Panambi, Tapera, Três de Maio e Três Passos. Observou-se que, apesar do comprovado impacto positivo gerado na segurança pública local, apenas o município de Panambi possui o GGIM em funcionamento, entretanto, limita-se a realizar reuniões do Pleno, com instalação parcial, reduzindo o impacto positivo para a segurança pública local. Ficou claro que os municípios ignoram sua importância para a promoção da segurança pública local, criando GGIMs apenas no papel.

This article presents the results of the research carried out on Municipal Integrated Management Offices (GGIM), created to improve municipal public safety. The objective of this article is to analyze how the installation of these offices is in the eight municipalities with units of the 12th Military Fire Brigade (12ºBBM). In order to do so, it was discussed the constitutional responsibility and the importance of municipalities in the fight against crime, exposing aspects contained in the National Plans of Public Security and in the National Plan of Public Security with Citizenship, besides the functions, formatting and functioning of the GGIMs and its importance for improving local public safety have been addressed. This exploratory study investigated, through questionnaires, the 8 municipalities with units of the 12ºBBM, namely: Cruz Alta, Horizontina, Ibirubá, Ijuí, Panambi, Tapera, Três de Maio and Três Passos. It was observed that, despite the positive positive impact generated in local public security, only the municipality of Panambi has the GGIM in operation, however, it only conducts meetings of the Plenary, with partial installation, reducing the positive impact on public safety local. It became clear that municipalities ignore its importance for the promotion of local public safety by creating GGIMs only on paper.
