Resumo

O presente estudo consiste em um ensaio teórico que visa contribuir com as temáticas Mudança Institucional, Inovação social e empreendedorismo institucional. Tem por argumento central a discussão acerca da Inovação social e o empreendedorismo institucional como propulsores da mudança institucional e o empreendedor institucional como ator chave para mudar as regras do jogo. Na discussão, se estabelecem as abordagens conceituais de cada uma das temáticas propostas, buscando entender as relações entre elas. No que tange ao percurso metodológico, dada a natureza do estudo, não se estabelece uma seção específica com esta finalidade, mas se desenvolve uma revisão bibliográfica e se encadeiam as discussões de acordo com o objetivo proposto, típico de um ensaio teórico. As evidências do estudo apontam que que há um fio condutor entre o empreendedorismo institucional e a Inovação social, promovendo a mudança institucional, e o empreendedor institucional é o ator chave que faz a engrenagem girar, ou seja, tais constructos trabalham juntos para mudar as regras do jogo.

This study consists of a theoretical essay that aims to contribute to the themes Institutional Change, Social Innovation and institutional entrepreneurship. The central argument is the discussion about social innovation and institutional entrepreneurship as drivers of institutional change and the institutional entrepreneur as a key actor to change the rules of the game. In the discussion, the conceptual approaches of each of the proposed themes are established, seeking to understand the relationships between them. Regarding the methodological path, given the nature of the study, a specific section for this purpose is not established, but a bibliographic review is developed and discussions are chained according to the proposed objective, typical of a theoretical essay. The study's evidence points out that there is a common thread between institutional entrepreneurship and social innovation, promoting institutional change, and the institutional entrepreneur is the key actor that makes the gear spin, that is, such constructs work together to change the rules about the game.
