Resumo

A indústria nacional de Defesa e Segurança é um setor relevante para a economia nacional, alavancando o desenvolvimento de uma região, por meio da existência de concentração geográfica de empresas do setor e instituições. Neste aspecto, surgem as aglomerações industriais que envolvem empresas, instituições, organizações públicas e privadas, sociedade civil, atuando por meio de ações conjuntas que buscam o desenvolvimento de um setor produtivo de uma localidade, na qual pode-se mencionar os Arranjos Produtivos Locais (APLs). A cidade de Santa Maria, localizada no estado do Rio Grande do Sul, possui um arranjo voltado para a área de Defesa e Segurança. Desta forma, o objetivo geral desse estudo foi caracterizar o APL Polo de Defesa e Segurança de Santa Maria, apresentando um contexto histórico do seu surgimento e as principais atividades já desenvolvidas. O presente estudo de acordo com o seu objetivo possui caráter exploratório, sendo que para alcançar os resultados foi realizada uma investigação científica de cunho qualitativo. O APL em estudo surgiu no ano de 2011 e foi formalizado em 2015, conta com a participação de aproximadamente 22 instituições e 20 empresas, que juntas, procuram potencializar o setor na cidade de Santa Maria.

The national Defense and Security industry is a relevant sector for the national economy, leveraging the development of a region, through the existence of geographical concentration of companies of the sector and institutions. In this respect, industrial agglomerations arise that involve companies, institutions, public and private organizations, civil society, acting through joint actions that seek the development of a productive sector of a locality, in which we can mention the Local Productive Arrangements (APLs). The city of Santa Maria, located in the state of Rio Grande do Sul, has an arrangement focused on the area of Defense and Security. In this way, the general objective of this study was to characterize the APL Defense and Security Pole of Santa Maria, presenting a historical context of its emergence and the main activities already developed. The present study according to its objective has an exploratory character, and to achieve the results a qualitative scientific investigation was carried out. The APL under study emerged in 2011 and was formalized in 2015, with the participation of approximately 22 institutions and 20 companies, which together seek to boost the sector in the city of Santa Maria.
